Charge Cards

The Office of Procurement Services administers the Commonwealth of Virginia’s charge card program. 

  • The Travel Card is designed for use by individuals required to travel for official University business.  The card is issued based on specific perimeters. Please contact the Charge Card Program Administrator for additional information.

All Travel Card holders must adhere to the Norfolk State University, Travel Card Individual Liability Policy No. 43-02 and the Commonwealth of Virginia CAPP Manual Topic 20360.

  • The Small Purchase Charge Card (SPCC) is for use by University employees assigned procurement related responsibilities within their department.  The SPCC program is designed to streamline the procurement and payment of small dollar goods and services and is intended to be used for all allowable business transactions under $10,000 where a credit card is accepted.  All purchases must comply with Commonwealth and University procurement regulations.
  • All cardholders and their supervisors must adhere to the Small Purchase Charge Card Policy No. 43-13 and the Commonwealth of Virginia CAPP Manual Topic 20355.

Eligibility for participation as a charge card holder is limited to full and part-time faculty and staff of the University.

How to Obtain a Travel Card

  1. Applicant has been approved for or assigned responsibilities that require University Travel.
  2. Complete the Individual Liability Travel Card Agreement.
  3. Complete Travel Card Training (See Charge Card Training Section below).
  4. Forward completed agreement and applicable Charge Card training Certificate(s) of Completion to Program Administrator.
  5. Upon receipt of all required documents, the Individual Liability Travel Card order will be processed and card mailed directly to applicant’s home address provided.

How to Obtain a Charge Card

  1. Applicant has been assigned purchasing responsibilities for a University department.
  2. The SPCC Request Form and SPCC Employee Agreement MUST be completed and signed by the Applicant and Supervisor.
  3. Complete Charge Card Training (See Charge Card Training Section below).
  4. Submit forms and applicable Charge Card training Certificate(s) of Completion to Program Administrator for review and approval.
  5. Upon receipt of all required documents, the Small Purchase Charge Card order will be processed.  The Program Administrator will invite the cardholder to a face to face University training where card will be released.
  6. The Bank of America Works system will generate a one-time use “Welcome” email for the applicant with a link to log into the Works system. Please do not delete this email.

Charge Card Training (for Applicants and Supervisors)

Those individuals interested in obtaining a charge card MUST complete training and obtain a 100% pass rate prior to submission of forms to the University Program Administrator.

  1. Request access for online training credentials to Commonwealth of Virginia Learning Center (COVLC) website via email to vlbeckett@nsu.edu.
     
  2. Required completion of the following Department of Accounts (DOA) Training modules are available in the COVLC:

Individual Liability Travel Card – Travel Cardholder Training
Small Purchase Charge Card – SPCC Cardholder Training
Supervisor Training (for both cards) – Supervisor Reviewer Training

  1. Submit Certificate of Completion with completed forms to Program Administrator.

Annual charge card training is required to be completed prior to May 1 each year in order for the Program Administrator to certify this completion with DOA. Failure to provide this certification to DOA on time could result in the suspension of NSU’s Charge Card Program.
